This is how it works: Those types of cards will be very difficult to find, as libraries rely on taxes for funding, which is why you get a free card in the area where you pay taxes. I recommend travelling to the closest big city (big city = more money = more books on Libby) and pay for their nonresident card. Often they offer cards (& Libby access) to state residents. I know Harris County Public Library gives library cards to all Texas residents. Ideally, it will be used to improve the lives of those who may genuinely need it. And I technically don't qualify for an Austin library card. Or see if your library subscribes to Hoopla, which also has ebooks available on it.
